The attached documents are the preliminary findings of our consultant who did the analysis to place the flood mitigation infrastructure on Ambler Street. I have also enclosed a document from the same consultant showing an analysis of the percentage of costs to be borne by each developer.
I am withholding records containing cost estimates responsive to your request in accordance with Virginia Code § 3705.1(12), Virginia Code § 2.2-4342(b), and Richmond City Code § 74-5, which states that “[c]ost estimates relating to a proposed procurement transaction prepared by or for a public body shall not be open to public inspection.”
