What is the truth about the Shockoe floodplain?

Re: Beshler – Shockoe ballpark plan – floodplain

Dear Mr. Baliles and Members of Council,

Mr. Christopher Beschler is a Deputy Chief Administrative Officer in the Jones administration.

On November 19 2013 Mr. Beshler appeared at a public meeting of City Council’s Land Use, Housing & Transportation Standing Committee. He stated to the committee that “…one of the requirements to building in a floodplain is to make sure that the limits of the floodplain that exist today don’t spread beyond where they are.”

On November 27 2013 Mr. Beshler was requested by email to provide a copy of the record he relied on for his public statement to the committee. He did not respond.

On December 8 Mr. Beshler was advised by email that he appeared to be in violation of the Virginia Freedom of Information Act for failing to respond to the request for records. He did not respond.

On December 12 Mr. Beshler was asked by email if he had responded to any recent requests. He provided information only on another matter.

On December 16 Mr. Beshler was asked by email about the request. He did not respond.

On January 11 2014 Mr. Beshler was asked by email about the request. City Council was copied on the email. On January 14 Mr. Beshler responded by email, apologized and cited Richmond Code Section 50-93(c)(1) as the source for his public statement to the committee.  Richmond Code Section 50-93(c)(1) pertains to floodways.

Based on the 2009 Flood Insurance Rate Map and the 2013 Flood Insurance Study (Preliminary), Shockoe Bottom does not seem to have a floodway.

What is the truth about the Shockoe floodplain?
